He graduated from the same in 1969. He later went on to attend the University Of Georgia School of law in 1973 where he was appointed as member of the Phi Delta Theta club. He was also elected as one of the members of the secret society Gridiron Secret society which was the highest honour a student of the university received. In 1991, Payne was awarded a Doctorate degree from the Oglethrope University.
Early in his career, Payne acted as the Chairman for Centennial Holding Company based in Atlanta which was related to real estate fund management. He was the sole person who tried to bring in the Olympics to Atlanta and was successful in doing so in 1987. He arranged several sponsors and ultimately in 1996 the Olympics was organized in Atlanta. He acted as the Advocate for Olympic games from 1980- 1990s. In 1996 he was made the President and Chief Executive Officer for Atlanta Committee for Olympic Games. The same year he signed as slot with ESPN network to air the 2008 tournament. Senior players were allowed to bring in junior patrons aged between 8-16 years for free to promote golf as a sport.
In 2011, along with a team of experts, Payne launched a video game based on golf which took off excellent sale records. The game could also simulate real climatic changes occurring in Atlanta in the virtual game play. Payne used the funds from the sale of the video game to sponsor and support youth golf. He is also the board member of the Ravinia Club.
Payne married Martha Beard in 1968 and shares a very strong bond with her and considers his wife to be a source of inspiration and strength. He has a son and a daughter. Payne was the first person to introduce a female in the golf association. She was the CEO of IBM named Virginia Rometty and was the first female to join ANGC in 2012.
